"The ‘no quarter’ comment by the SecDef and this ‘just for fun’ remark by the President tells me there was never a clear strategy for this war," Kelly said on social media.
His comments followed Hegseth’s recent remarks to reporters, in which he declared that US forces would continue operations against Iran. "We will keep pushing, keep advancing. No quarter, no mercy for our enemies," Hegseth said. Legal experts note that pledges of “no quarter” may violate international humanitarian law, which considers declaring that no mercy will be given a potential war crime, comparable to targeting wounded combatants or those attempting to surrender.
The Middle East conflict escalated after joint US-Israeli attacks on Iran began on February 28, resulting in over 1,300 deaths, including the country’s then-supreme leader. US forces have also suffered casualties, with 13 service members killed and roughly 200 others injured, as stated by reports.
Senator Kelly argued that the administration appears to be improvising its objectives as the conflict unfolds. "And at this point, three weeks in, they are just making up objectives as they stumble along all while our troops are put at risk and Americans are paying for it at the pump," he said.
In a separate statement, Kelly noted that he had sent a letter to Hegseth requesting clarification on what he meant by “no quarter.”
